The Government announced the long-term housing arrangement plan for Wang Fuk Court (WFC) on 21 February 2026. The plan covers the reservation of about 3,900 flats under the Home Ownership Scheme (HOS), the Green Form Subsidised Home Ownership Scheme (GSH) of the Hong Kong Housing Authority (HA), and the Hong Kong Housing Society (HKHS) projects for purchase by owners who have sold their titles through the Special Sales Exercise or under a “Flat-for-Flat” arrangement.

As the long-term housing arrangement plan is formally made available to Wang Chi House, the Government announced on 26 June 2026 that an extra 496 units will be added to the Special Sales Exercise. Those 496 additionally reserved units all come from the subsidised sale flat projects of the HKHS announced under the Special Sales Exercise. Among these, the number of units at the Pak Wo Road project in Fanling has increased from 100 to 300, while the number of units at the Anderson Road Quarry Site project in Kwun Tong has increased from 300 to 596 units.

Starting from today up to the end of the flat selection period of the Special Sales Exercise, owners who are interested in joining the Special Sales Exercise may obtain sales brochures and price lists of respective developments at the above venue. Prospective purchasers should make reference to the sales brochures for details of respective developments before flat selection.

The flat selection priority under the Special Sales Exercise will be determined in batches according to the date on which the duly signed "Letter of Acceptance" from the owners is received by the Government. The deadline for the first batch is 30 June 2026, while that for the second batch is 31 August 2026. The flat selection priority for applicants within the same batch will be further determined by their sequence as drawn in a ballot.

HA Projects

Payment of deposit

Applicable to GSH flat

Purchaser who opt for cash payment when accepting the acquisition offer may, at the time of signing the Agreement for Sale and Purchase (ASP), pay via Faster Payment System (FPS) or bring along with him/her a cashier’s order in the sum of HK$85,000 made payable to “HONG KONG HOUSING AUTHORITY” for paying the deposit (not less than 5% of the purchase price).

Applicable to HOS flat

Purchaser who opt for cash payment when accepting the acquisition offer may, at the time of signing the ASP, pay via FPS or bring along with him/her a cashier’s order in the sum of HK$151,000 made payable to “HONG KONG HOUSING AUTHORITY” for paying the deposit (not less than 10% of the purchase price).

If the amount of such cashier’s order or FPS is less than 5% (for GSH flat) or 10% (for HOS flat) of the purchase price, any outstanding balance should be paid by a cashier’s order, a personal cheque or via FPS upon signing of the ASP, payment in cash or company cheque will not be accepted. Alternatively, the purchasers may settle the full amount of deposit via cashier’s order or FPS upon signing of the ASP.

Payment of the balance of the purchase price

For uncompleted building(s), after the Occupation Permit for the building(s) concerned has been issued, the HA or HA's solicitors will notify the purchasers in writing to complete the remaining conveyancing formalities and pay the balance of the purchase price within a specified period of time. For completed building(s), the HA or HA’s solicitors shall within 28 days after the date of signing the ASP notify the purchasers in writing in relation to the completion of sale and purchase. The purchasers shall complete the remaining conveyancing formalities and pay the balance of the purchase price within 14 days as specified in the notice.

HKHS Projects

Payment of deposit

Purchasers who opt for cash payment when accepting the acquisition offer shall, at the time of signing the Preliminary Agreement for Sale and Purchase (PASP), pay the preliminary deposit which is equivalent to 5% of the purchase price by cashier’s order(s) and/ or cheque(s), of which at least HK$100,000 must be paid by cashier’s order(s). The cashier’s order(s) and cheque(s) should be made payable to “BAKER & MCKENZIE” or “貝克.麥堅時律師事務所”. Within 5 working days after the date on which the PASP is signed, the purchaser shall sign the ASP at the office of the solicitors appointed by him/her, and pay 5% of the purchase price as further deposit.

Payment of the balance of the purchase price

Applicable to “Sierra Terrace”

If the purchaser purchases a unit in “Sierra Terrace”, the purchaser shall pay 90% of the purchase price being the balance of purchase price within 90 days after the date on which the PASP is signed, provided that the completion date shall not be earlier than 60 days after the date on which the PASP is signed.

Applicable to “Hemma Sapphire”

If the purchaser purchases a unit in “Hemma Sapphire”, the purchaser shall pay 90% of the purchase price being the balance of purchase price and complete the sale and purchase within 14 days after the date of written notice from the vendor to the purchaser informing that the vendor is in a position validly to assign the specified residential property in the development to the purchaser. The said notice will be issued after issuance of the certificate of compliance in respect of the development by HKHS's solicitors.

Points to Note

Purchasers should pay attention to the terms of payment as set out in the price list for the Special Sales Exercise.

For WFC owners who opt for the “Flat-for-Flat” arrangement when accepting the acquisition offer, the Government has issued a "Flat-for-Flat Voucher" (Voucher) in lieu of cash to the owners. The value of the Voucher is equivalent to the acquisition amount and will serve as the "credits" for owners when they join the Special Sales Exercise to purchase subsidised sale flats (SSF) reserved by the HA or the HKHS. If the price of the flat selected by the owner is higher than the "credits", the owner will need to make up the difference. On the contrary, if the price of the selected flat is lower than the "credits", the owner may receive the corresponding balance. In short, under this arrangement, the Government will purchase a SSF on the owner's behalf at the same price as the acquisition price under the Special Sales Exercise. Any difference will be settled by the owner on a "pay more or get refunded" basis.

When participating in the Special Sales Exercise, the holder of the Voucher is required to bring along with him/her the Voucher when attending flat selection, signing the ASP and executing the Deed of Assignment. He/she should also complete the specified form set out in the Voucher to direct the Government to pay the deposit and the balance of the purchase price to the vendor (i.e. the HA or the HKHS). After making a successful payment, the Government will send notifications of the remaining balance of the Voucher to the Holder of the Voucher and the mortgagee bank of the original WFC flat (if applicable).

For owners who opt for the “Flat-for-Flat” arrangement but are unable to purchase a flat under the Special Sales Exercise, the Government will pay the acquisition amount to them in cash. Owners who are unable to select a flat under the Special Sales Exercise may also obtain Green Form status for two years (from the date the acquisition payment is credited to their account) to purchase SSF with premium unpaid in the secondary market, including GSH, HOS, and Tenants Purchase Scheme flats.

HA Projects

The HA provides a mortgage default guarantee for purchasers who purchase SSF of the HA. The same arrangement applies to the Special Sales Exercise. The guaranteed amount is equivalent to the balance of the purchase price after payment of the deposit, to assist buyers in obtaining a mortgage from banks or financial institutions. Purchasers should pay attention to the mortgage arrangement as set out in the price list for the Special Sales Exercise.

HKHS Projects

For SSF Projects offered by HKHS, HKHS has reached agreement with designated banks or financial institutions. If a first-hand purchaser applies for a mortgage loan from any one of those designated banks or financial institutions, the maximum mortgage ratio shall be increased from 70% of the purchase price to 90% without participating in the Mortgage Insurance Programme. The banks or financial institutions will approve the mortgage application and determine the mortgage terms, (including but not limited to the loan amount, repayment period, interest rate, and guarantor requirements) based on the purchaser’s personal financial situation and other factors. Whether the purchaser can obtain any mortgage loan shall be subject to the final approval of the designated banks or financial institutions.

For any enquiries regarding mortgage loan plans, purchasers should make direct enquiries with the relevant banks or financial institutions before signing the PASP or ASP. If the original WFC flat is subject to a mortgage loan, the owner should contact the original mortgagee bank and make appropriate arrangements before flat selection.

WFC owners who purchase SSF under the Special Sales Exercise will not be subject to the alienation restrictions related to the restriction period. However, as owners will purchase SSF at a discounted price, the status of the newly purchased flats will remain as flats with premium unpaid. If owners wish to sell their flats in the open market, they will still be required to pay the premium. Payment of premium means that owners need to pay to the HA or the HKHS to make up for the discount they received when the flat was originally purchased. For the avoidance of doubt, all WFC owners are reminded that the relaxation is of a personal nature and is applicable only to WFC owners who purchase a new first-hand SSF under the Special Sales Exercise. Any subsequent purchaser of such flat shall continue to be bound by the prevailing alienation restrictions applicable to the respective SSF developments.

The initial market value used to calculate the discount at the time of purchase under the Special Sales Exercise is the market value prevailing at the date of fixing the sale price of flats. Under the Special Sales Exercise, the discount rate for flats purchased under HKHS projects and HA's HOS projects is 30%, whereas the discount rate for HA's GSH flats is 40%.

Applicable to HA projects

The purchaser shall use the property purchased ("the Property") for private residential purposes only, and subject to the Housing Ordinance (Cap.283), the Restriction on Alienation Clause, the Government Grant and any amendments or modifications thereto, shall ensure that the Property shall be occupied by himself/herself and all the members of his/her family named in the Application Form for the purchase of the Property. If, without obtaining the prior written consent of the HA, any family member, including the purchaser, ceases to actually or permanently live in the Property for whatsoever reason(s) and for whatsoever period(s), the HA has the absolute right to require the purchaser to assign the Property back to the HA free from encumbrances at the purchase price as set out in the ASP less any amount certified by the HA as being the reasonable cost of making good any damage or deterioration to the Property and the costs and expenses for discharging any encumbrance(s) on the Property and for preparing and/or approving the assignment of the Property (the amount of which so determined and certified by the HA shall be final and conclusive). The purchaser shall forthwith upon the written request of the HA (and in any event not later than 28 days from the date of the request or the date as specified by the HA, whichever is the later) execute an assignment (in the form to be prepared or approved by the HA in its sole and absolute discretion) of the Property back to the HA free from encumbrances and on or before the purchaser's execution of the assignment, deliver to the HA vacant possession of the Property.

Applicable to HKHS projects

The purchaser shall only use the property purchased ("the Property") for private residential purpose. Subject to the requirements under the land grant and any subsequent amendments or variations, the purchaser shall declare and undertake that before payment of the premium, the Property shall be occupied by the purchaser himself/herself and all those family members named in the application form for purchase of the Property. In case of any breach of the above declaration and undertaking, HKHS shall be entitled to, in accordance with the provisions contained in the ASP, demand the purchaser to assign back the Property to HKHS free from encumbrances at the purchase price set out in the ASP after deducting any amount certified by HKHS as being the reasonable cost of making good any damage or deterioration of the Property and the costs and expenses payable in respect of the release of the Property from any encumbrances and the preparation or approval of the assignment of the Property, or demand the Purchaser to pay the premium to HKHS.

Note: For HA developments, “Material date” means the date on which the Development is completed in all respects in compliance with the approved building plans. For HKHS developments, “Material date” means the date on which the conditions of the land grant are complied with in respect of the development. The estimated material date is subject to any extension of time that is permitted under the Agreement for Sale and Purchase.
