Housing Authority’s 50th Anniversary Photo Contest

The Housing Authority's 50th Anniversary Photo Contest aims to encourage the public to appreciate the design and unique cultures of public housing from various perspectives. Participants are invited to capture the aesthetic beauty, harmonious and comfortable living environment, and public housing vistas through light and shade while sharing the happiness of life in public housing. The judging session of the contest has been concluded. The judging panel, composed of the Secretary for Housing, Ms Winnie Ho; the Chairperson of the Housing Authority's Subsidised Housing Committee, Ms Cleresa Wong and renowned photographer, Mr Lau Ching-ping, has selected the champions, first runner-ups, second runner-ups and merit winners for the three categories.

Exhibition of Winning Entries

Purpose
The public rental housing (PRH) estates under The Hong Kong Housing Authority (HA) not only provide a safe home for residents but also a harmonious and beautiful living environment. Many HA PRH estates have become photography hotspots for our citizens. To celebrate the 50th anniversary, the HA organises the "Public Housing Photo Contest" to encourage the public to appreciate the design and features of PRH from various perspectives, deepen public understanding of PRH, and share the happiness of living in PRH.

Eligibility Must be a permanent resident of Hong Kong
Submission Categories Open Permanent residents of Hong Kong
Resident Tenants currently residing in the rental flats of public rental housing units
Staff Current staff of the Housing Bureau and Housing Department
Entrants (must be on an individual basis) can choose to join only one category
Content of Photo • The location shown in the photo must be a PRH estate under the HA
• The entries showing the scenes in following locations will NOT be eligible:
  • - Tenant Purchase Scheme (TPS) estates
  • - Home Ownership Scheme (HOS) courts
  • - Green Form Subsidised Home Ownership Scheme (GSH) courts
  • - Public housing estates and HOS courts under Hong Kong Housing Society
Awards
Champion A certificate and shopping coupons worth HK$8,000
1st Runner-up A certificate and shopping coupons worth HK$5,000
2nd Runner-up A certificate and shopping coupons worth HK$3,000
Merit A certificate and shopping coupons worth HK$1,000
Only one Champion, one 1st Runner-up, one 2nd Runner-up and ten merit awards in each category.
Submission Guidelines
  • The photograph subject must be either (a) public housing vista (b) buildings and design aesthetics of public housing.
  • The photograph must include (a) title of photo and (b) the name of the PRH estate managed by the HA where the scene is located.
  • The photograph must be either in JPEG or JPG digital format and to be uploaded to the designated webpage. The photograph must be at least 2,800 pixels wide (either in landscape or portrait mode) and its file size must be smaller than 40 megabytes.
  • The photograph, in its ent irety, must be a single work of original material taken by the contestant. The photograph has never been published or won any awards in any public competitions, public media, online platforms, or social media.
  • Black and white or colour, and/or cropped photographs are accepted.
  • Simple tone adjustments by software are acceptable. However, entries with digitally added or removed object and the scene are not accepted.
  • Entries with watermarks are not accepted.
Judging Criteria
Relevance of theme (40%), Creativity (20%), Composition (20%) and Photography Skills (20%)

The HA judging representatives will select shortlisted works from all entries according to the judging criteria, and then the Judging Panel shall make the final adjudication.

Registration and submission of works
Participants must register and submit their photographs only on the photo contest webpage. This competition does not accept any alternative way to submit the photographs, including by mail.

Terms & Conditions
  1. Each participant may only submit no more than five photographs in the selected submission category. Only the first 5 photographs will be accepted if the number of submissions is more than 5 by the same participant.
  2. Each winner will only receive a maximum of one prize.
  3. Participants must retain the original digital file or original negative to prove that they are the original authors of their submissions. The HA may require finalists to provide the original file (contains EXIF data) and reserves the right to disqualify participants who fail to provide the proof.
  4. Participants must guarantee that their photographs do not infringe on the copyrights, trademarks, portrait rights, rights of privacy/publicity or intellectual property rights of any person or entity, that the photograph does not breach the contract with any third party and that no other party has any right, title, claim, or interest in the photograph, nor does the photograph violate any applicable law.
  5. The photographs must not contain obscene, provocative, defamatory, sexually explicit, objectionable, offensive contents or violates the laws of the Hong Kong Special Administrative Region. The HA reserves the right, at its sole discretion, to disqualify any suspected entries.
  6. HA assumes no responsibility for any copyright / legal dispute of the entrants. All the copyright / legal dispute are the sole responsibility of the participant.
  7. Participants who submit works depicting any human face(s) must ensure that the person(s) captured therein, or their legal guardian have consented to the taking of the photographs and submission of the works.
  8. Decisions of the judges are final and binding. Any request of appeal or objection are not accepted by HA.
  9. At the time of submission, the participant accepts that HA will own the copyright of all the entries of finalists and winners. In addition to being used for public display purposes, the HA also has the right to edit, reproduce and use the entries for publication, publication or promotion in any media or online social platforms, regardless of time limit or geographical restriction, and there is no need to notify the winners and pay any copyright fees to the winners.
  10. HA assumes no responsibility for any loss, delay or mis-delivery of entries.
  11. The HA reserves the right to interpret and amend the competition rules, awards and other arrangements related to this photo contest without informing the participants.
  12. By submitting the entries, participants agree to abide by and accept all the rules and terms of this competition.
  13. The personal data of participants will only be used for this photo contest, and all data will be destroyed within 3 months after the award presentation.
  14. If there is any inconsistency or ambiguity between the English translation and the original Chinese version, the Chinese version shall prevail.
